LLACC
What is the LLACC?
The Local Authority Co-ordination Centre supports the local authority (London wide) Gold arrangements that are in place to plan for and ensure London can manage in the event of a major or catastrophic incident. It is part of the London Fire and Emergency Planning Authority and is operated by the emergency planning team. It is a key aspect of coordination across London, playing a significant role during the 2005 London bombings. The London Fire and Emergency Planning Authority agreed to provide this pan London service and are looking to focus and strengthen this important role. This would improve emergency planning in the capital.
When does the LLACC come into action?
The LLACC is activated to support London’s six Local Resilience Fora and the London Local Authority Gold arrangements when they are needed. Examples are occasions such as the bombings on 7 July 2005, the heavy snow conditions in February 2009 and during the recent ‘flu pandemic. The LLACC performs a range of activities, varying from acting as a single point of contact for other agencies on behalf of local authorities, through to facilitating pan-London strategic coordination of local authority activities on behalf of the London Local Authority Gold Chief Executive.
Which other organisations do you want the LLACC to have agreements with and why?
We would like the LLACC to be able to work with and forge closer links with organisations such as Transport for London (TfL), London Councils and voluntary sector organisations. This would enable the LLACC to involve their emergency response mechanisms where appropriate.
What is the 'new burdens, new money principle'?
The principle is that when an organisation takes on a new statutory function central government provides funding to support it.
