	In November 2011 the Council&amp;rsquo;s Cabinet endorsed a proposal for the modernisation of health and social care services. A three month consultation followed which sought the views of service users, carers, staff, care providers and the wider residents of Bristol in order to develop options for the future of day opportunities in Bristol.Day opportunities include attendance at a day centre, supported activities in the community, supporting people to access employment openings, education and leisure pursuits.&lt;br /&gt;
	&lt;br /&gt;
	We are now seeking views on 3 options to enable a Cabinet decision to be made in July as to which option will be implemented.&lt;br /&gt;
	&lt;br /&gt;
	Public meetings will be held during the consultation period.There will be meetings held with service users, carers, and with staff, during April and early May.&amp;nbsp; We will also arrange meetings with equalities groups and other interested parties.&lt;br /&gt;
	&lt;br /&gt;
	A timetable for the meetings is available on our web page (below) as is detailed information to assist you with completing the questionnaire.&lt;br /&gt;

			<title>Community Transport  - Needs Survey</title>

	Bristol City Council is required to develop a new strategy for its support and commissioning of Community Transport services in the City. This is the first stage in the development of this strategy. The Council must measure the need for Community Transport both now and in the future. Part of this measurement is through a number of surveys:&lt;br /&gt;
	1)&amp;nbsp;&amp;nbsp; &amp;nbsp;A random sample survey of 20,000 households divided equally across all wards to see if they currently use or have a need to use Community Transport (3rd February).&lt;/p&gt;
&lt;p&gt;
	2)&amp;nbsp;&amp;nbsp; &amp;nbsp;Surveys of all the individual and group members of existing community transport providers that the council currently supports financially (during the next two weeks).&lt;/p&gt;
&lt;p&gt;
	3)&amp;nbsp;&amp;nbsp; &amp;nbsp;A General survey open to all residents of Bristol who want to take part (from 17th February onwards). The survey will be accessible online by clicking the link below on or after 17th February. Paper copies will be available in libraries and GP surgeries and from Neighbourhood Partnership Co-ordinators and Equalities Forums from February 24th&lt;/p&gt;
&lt;p&gt;
	A further consultation on the options for a new strategy will be carried out, probably in the Autumn of 2012. The results of the further consultation will inform any decision by the Council on how the services will be commissioned in the future.&lt;/p&gt;

			<title>New government grant conditions for local Council Tax Reduction scheme</title>

			<description>[Results expected 15 January 2013 &amp; feedback expected 31 January 2013]&lt;p&gt;From 1 April 2013 the government is abolishing the current national Council Tax benefit scheme and asking all councils to develop and approve their own local Council Tax Support scheme, (now to be called Council Tax Reduction scheme) but with reduced levels of government grant.&lt;br /&gt;
&lt;br /&gt;
Bristol City Council undertook a public consultation exercise from 6 August 2012 to 29 October 2012 to seek views on its proposals for a local Council Tax Reduction scheme. Views from the consultation have been analysed and are being reported to the Mayor prior to the Council decision on 15 January 2013.&lt;/p&gt;
&lt;p&gt;The government recently announced that a one off &amp;pound;100m transitional grant scheme is available for councils to apply for to help fund local Council Tax Reduction schemes. This announcement was made on 16 October 2012, when our consultation on Bristol&amp;rsquo;s options had nearly drawn to a close.&lt;br /&gt;
&lt;br /&gt;
Councils can qualify for the grant providing their local scheme meets certain government criteria to limit the reductions in levels of Council Tax Reduction received, including the effects of any new scheme features. The amount of transitional grant Bristol could receive as a one off payment is &amp;pound;790,000.&lt;br /&gt;
&lt;br /&gt;
The potential to receive the one off transitional grant is very positive news for the people of Bristol and is an opportunity to consider new options, which comply with the grant criteria.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;New options which comply with government grant funding&lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
Option 4. Part funded &amp;ndash; all &amp;lsquo;non protected&amp;rsquo; low income households would pay a minimum of 8.5% of their council tax liability.&lt;br /&gt;
This equates to &amp;pound;1.2million, therefore the council would need to fund the remaining &amp;pound;3.8million by other means.&lt;br /&gt;
With the following features:&lt;br /&gt;
&amp;bull;&amp;nbsp;&amp;nbsp; &amp;nbsp;The scheme should provide incentive to work.&lt;br /&gt;
&amp;bull;&amp;nbsp;&amp;nbsp; &amp;nbsp;Removal of second adult rebate scheme for working age claimants.&lt;br /&gt;
&lt;br /&gt;
Option 5. Fully funded &amp;ndash; a scheme very similar to the current Council Tax Benefit scheme with minimum changes and impact for claimants.&lt;br /&gt;
This means reducing expenditure by &amp;pound;5.2 million from other services or increasing council tax.&lt;br /&gt;
With the following features:&lt;br /&gt;
&amp;bull;&amp;nbsp;&amp;nbsp; &amp;nbsp;The scheme should provide incentive to work.&lt;br /&gt;
&amp;bull;&amp;nbsp;&amp;nbsp; &amp;nbsp;Removal of second adult rebate scheme for working age claimants.&lt;br /&gt;

	The council is preparing the Bristol Central Area Action Plan (BCAAP). The BCAAP will be a blueprint for how central Bristol and its distinctive neighbourhoods should develop by 2026. It will contain proposals for particular sites and policies which will be used by the council when considering planning applications.&lt;br /&gt;
	&lt;br /&gt;
	The council carried out initial community engagement during 2010 and 2011 on issues that the BCAAP should address. Informed by this, the &amp;lsquo;BCAAP Options Document&amp;rsquo; has now been published for consultation.&lt;br /&gt;
	&lt;br /&gt;
	Alongside the Options Document, the council is also consulting on the City Centre Public Realm and Movement Framework.&lt;/p&gt;

The speed limit change would be introduced throughout Bristol in six phases. The first phase, which covers central Bristol would begin in July 2013. The speed limit would apply to all vehicles on the road.&lt;/p&gt;

Concerns have been raised about the high speeds of traffic entering this junction and pedestrians&amp;#39; uncertainty about vehicle manoeuvres.&lt;br /&gt;
&lt;br /&gt;
It is therefore proposed to tighten up the junction and realign the pedestrian island on the main road to provide a safer pedestrian crossing point.&lt;/p&gt;

			<description>[Results expected 31 January 2013 &amp; feedback expected 31 January 2013]&lt;p&gt;The council has the power to grant discretionary rate relief on its own or in addition to mandatory rate relief to not for profit organisations and groups to reduce their business rate liability.&lt;br /&gt;
&lt;br /&gt;
Where only discretionary rate relief is awarded, the Council has to fund 25% of the cost of providing the relief.&amp;nbsp; There are currently 323 organisations or individuals in receipt of discretionary rate relief.&lt;br /&gt;
&lt;br /&gt;
Mandatory relief is awarded to registered charities and entitles them to a 80% reduction in their business rates. This relief is fully funded by central government.&amp;nbsp; Councils can also decide to provide further relief to &amp;#39;Top up&amp;#39; mandatory relief to 100% by awarding discretionary rate relief.&amp;nbsp; In these circumstances, the Council has to fund 75% of the 20% &amp;#39;Top up&amp;#39;.&amp;nbsp;&lt;br /&gt;
&lt;br /&gt;
Certain other not for profit organisations, which are not registered charities, while not entitled to a mandatory reduction can still apply for discretionary rate relief.&amp;nbsp; There are currently 823 organisations in receipt of mandatory rate relief.&lt;br /&gt;
&lt;br /&gt;
The current discretionary rate relief scheme in Bristol has been running for many years, and has grown hugely in popularity.&amp;nbsp; It provides varying levels of relief dependant upon organisations meeting certain criteria and undergoing a rigorous financial assessment.&lt;br /&gt;

	The Housing Act 2004 allows local authorities, like Bristol City Council, to say that landlords of some rented properties must apply for a licence if they want to let these to tenants.&lt;/p&gt;
&lt;p&gt;
	&amp;nbsp;&lt;/p&gt;
&lt;p&gt;
	We have to decide both to what types of properties and in what areas of the city this would apply. The Housing Act allows us to select all properties or just some properties depending on their size and how they are rented. Also, we can select all of the city or any part of it.&lt;/p&gt;
&lt;p&gt;
	&amp;nbsp;&lt;/p&gt;
&lt;p&gt;
	We already do lots of things to try and improve private rented standards in the city. We have teams who respond to complaints from tenants and we also give help and advice to landlords. We use all the legal powers we have but work informally where possible. However, our research has shown that there are still some parts of the city where the standards of private rented accommodation are too low. Therefore, we&amp;rsquo;re considering discretionary licensing schemes as another way of raising these standards.&lt;/p&gt;

&lt;p&gt;There is no easy way to find a further &amp;pound;35 million worth of savings from the council&amp;#39;s budget.&amp;nbsp; The Mayor and senior council managers have thought long and hard about the best way to do this and present over 100 ideas for how this could be done in the next financial year.&amp;nbsp; The proposals include a below-inflation increase in council tax of 2% recognising the current difficult economic conditions.&amp;nbsp; The Mayor&amp;#39;s proposals reflect his priorities of protecting services for the most vulnerable and addressing the city&amp;#39;s most pressing needs as far as can be done.&lt;/p&gt;

The environment is dominated by parked cars and clutter, however, and the poor quality of the public realm does not reflect the high quality of the historic buildings or provide opportunities to dwell and enjoy the ambience.&amp;nbsp;&lt;br /&gt;
&lt;br /&gt;
The report outlines the problems across the Old City and proposes a framework for improving the public realm. This will be used to attract funding to undertake works in the area.&lt;br /&gt;

			<description>[Results expected  1 March 2012 &amp; feedback expected  1 March 2012]&lt;p&gt;&lt;strong&gt;Day Services&lt;/strong&gt; - Bristol City Council (Adult Health and Social Care) are currently reviewing the way they provide Day Services for people with learning difficulties, older people, people with dementia and adults with a disability.&amp;nbsp;&amp;nbsp; Nationally, there is a move away from a traditional &amp;ldquo;Day Centre&amp;rdquo; model (where people are brought into a specific building for the day) to provision where individuals have greater flexibility and put together packages of services that meet their own needs. &amp;nbsp;&lt;br /&gt;
&lt;br /&gt;
Examples of this include people being helped to access leisure or educational facilities or being supported to get a job.&amp;nbsp; At the same time as this service change, we are trying to make the best use of resources that we can. We want to know your opinions about what future day services should look like.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Residential Services&lt;/strong&gt; - We previously reviewed the residential services provided by Bristol City Council. The aim was to respond better to the needs and choices of older people, by delivering more community/home based care services and reducing the number of older people living in residential care.&lt;br /&gt;
The Council&amp;#39;s Cabinet agreed to close all council run elderly persons homes and replace them with a smaller number of residential/ resource centres and specialist dementia units. Some of the plan was completed but the work was paused in June 2010 due to escalating costs, following a fall in property market valuations and increased staffing costs.&lt;br /&gt;
This had led to:&lt;br /&gt;
a funding gap of &amp;pound;10 million to complete building work&lt;br /&gt;
a funding gap of &amp;pound;870k a year to run the services - which would rise to &amp;pound;1.6m if a decision was taken to borrow funds to complete the changes&lt;br /&gt;
&lt;br /&gt;
There are also new national policy requirements which need to be taken into account.&lt;/p&gt;
&lt;p&gt;It costs &amp;pound;306 more per person per week on average to provide places in Council run care homes than in an equivalent service in the independent sector.&amp;nbsp; We would need to spend &amp;pound;2.7 million on maintenance of the homes over the next 5 years. This doesn&amp;#39;t include the money we would have to spend to improve the homes.&lt;br /&gt;
&lt;br /&gt;
Council run residential care has been the subject of much discussion over a period of years and there is a need to provide clarity on the way forward.&lt;/p&gt;

Bristol City Council has 70 Councillors representing 35 wards (small parts of the city which together cover the whole of Bristol).&amp;nbsp; Each ward is represented by two councillors, and each councillor is elected for a four-year term of office.&lt;br /&gt;
&lt;br /&gt;
Current cycle - Elections by thirds&lt;br /&gt;
Currently the Council holds &amp;lsquo;elections by thirds&amp;rsquo; which means that elections are held for 23 or 24 seats each year for three successive years out of four.&amp;nbsp; As each ward has 2 councillors, voters go the polls twice over a 4 year period to elect one of the councillors for their ward.&lt;br /&gt;
&lt;br /&gt;
Whole council elections&lt;br /&gt;
The Council has the power to change its electoral arrangements to &amp;lsquo;whole council elections&amp;rsquo; which would mean that all seats on the Council would be elected at the same time, once every four years.&amp;nbsp;&lt;/p&gt;

&lt;p style="margin-left: 14.65pt"&gt;&lt;span face=""&gt;As part of overall Welfare Reform, crisis loans and all community care grants will be abolished and the budget will be delegated to local authorities from the Department of Work and Pensions with effect from April 2013. &lt;/span&gt;There is no statutory duty to make any provision and the council has agreed to sustain the provision of basic household goods and emergency payments for those in greatest need and to contract out the provision.&amp;nbsp; Bristol has been allocated &amp;pound;1.5m per annum from 2013-15 to allocate in awards, the administrative costs will be in addition to this sum and we aim to minimise the administrative costs to run the service. There is a finite budget for the scheme and skilled consideration is needed to ensure the budget is allocated fairly, based on need and is not over nor under-spend at year-end.&lt;/p&gt;

			<description>[Closed on  8 May 2013]&lt;p&gt;A housing development in the Speedwell area has provided funding for local improvements to pedestrian facilities as part of its planning consent.&lt;br /&gt;
&lt;br /&gt;
It is proposed to reconstruct the existing pedestrian islands, making the refuge areas wider and longer, and narrowing the width of carriageway which pedestrians have to cross. The wider islands will enable people to stand on the crossings with pushchairs or wheelchairs.&lt;/p&gt;
&lt;p&gt;Due to the proposed reduced carriageway widths, it will be necessary to introduce parking restrictions, to ensure that larger vehicles can manoeuvre around the islands at all times.&lt;/p&gt;
&lt;p&gt;The opportunity will also be taken to introduce parking restrictions at the junction of Speedwell Road and Harewood Road.&lt;/p&gt;

	In November 2011 the Council&amp;rsquo;s Cabinet endorsed a proposal for the modernisation of health and social care services. A three month consultation followed which sought the views of service users, carers, staff, care providers and the wider residents of Bristol in order to develop&amp;nbsp; a plan for residential care services in Bristol.&lt;br /&gt;
	&lt;br /&gt;
	We are now seeking views on 3 options to enable a Cabinet decision to be made in July as to which option will be implemented.&lt;br /&gt;
	&lt;br /&gt;
	Public meetings will be held during the consultation period. There will be meetings held with service users, carers, and with staff, during April and early May.&amp;nbsp; We will also arrange meetings with equalities groups and other interested parties.&lt;br /&gt;
	&lt;br /&gt;
	A timetable for the meetings is available on our web page (below) as is detailed information to assist you with completing the questionnaire.&lt;br /&gt;

HealthWatch will have a seat on the Health and Wellbeing Board, and will be an active member of the new Bristol Clinical Commissioning Group.&lt;br /&gt;
It will provide information and advice to help people access and make choices about services, and access independent complaints advocacy to support people if they need help to complain about NHS services.&lt;br /&gt;
HealthWatch will build public trust and credibility through being responsive and acting on concerns when things go wrong, and and operating effectively and efficiently.&lt;/p&gt;

			<description>[Results expected 28 January 2013 &amp; feedback expected  1 April 2013]&lt;p&gt;Street drinking and related anti-social behaviour (ASB) has been reported as a local priority by residents of the Filwood ward in different parts of the area over the last few years, and most recently at the August Neighbourhood Forum.&lt;br /&gt;
&lt;br /&gt;
As part of efforts to tackle these issues Bristol City Council has proposed to setup a No Public Drinking Zone to cover the affected areas.&lt;br /&gt;
&lt;br /&gt;
The proposed Order will mean that the Police will have the power to stop people consuming alcohol and the power to confiscate opened drinks cans or bottles containing alcohol 24 hours a day.&lt;/p&gt;

	Bristol City Council commissions a range of services to prevent homelessness. The draft lower and floating support commissioning strategy sets out the council&amp;rsquo;s proposals for commissioning the following homelessness prevention services for vulnerable people who need support::&lt;br /&gt;

	1. Short-term accommodation-based services for single people, families and young parents&lt;br /&gt;
	&lt;br /&gt;
	2. Support and advice services helping people settle into new homes and stay in their existing homes.&lt;br /&gt;
	&lt;br /&gt;
	Current services are mainly inherited and were not originally directly funded or commissioned by the council. We now seek to commission services that deliver both value for money and improved outcomes. The key challenge will be to meet the increased need for these services, with a reduced budget.&lt;/p&gt;

	The parts of the Manor Farm area that lie close to Southmead Hospital experience high demand for on-street parking. Many of the roads are very narrow and uncontrolled parking often makes the roads difficult to access for both motorists and pedestrians. The purpose of this scheme is to provide parking restrictions, such as double yellow lines, to address locations where parking can be obstructive.&lt;/p&gt;

		The consultation response was very low and proved to be inconclusive. We have also asked that the consultation finder page be reopened whilst this extra consultation is undertaken.&lt;/p&gt;

	Under its Localism Bill the Government are making changes to the types of affordable housing tenancies offered. There is also an expectation that the Council will review its Housing Register, the way affordable housing is allocated; and finally the way in which tenancies pass to family members of tenants. It will be a duty of the Council to publish a Strategic Housing Policy to propose how this should operate in Bristol. The Council is consulting on all these changes under the &amp;lsquo;umbrella&amp;rsquo; title Strategic Housing Policy Plus. The consultation also covers any disposal of affordable housing.&lt;/p&gt;

As a result of these discussions the council published potential changes to the Core Strategy in December 2010, which provided the opportunity for representations to be made on the changes that arose from the examination hearings. This work was paused in 2010 as costs increased following a fall in property valuations and an increase in staffing costs.&lt;/p&gt;
&lt;p&gt;Council residential care has been the subject of much discussion and there&amp;rsquo;s a need to provide clarity for service users and our staff, and to create a clear plan as to the way forward.&lt;/p&gt;

	Bristol City Council&amp;#39;s Baseline Standards are in place to safeguard the City Council&amp;#39;s investments and grant aid. The Baseline Standards also ensure that all Bristol City Council funded organisations are well managed and have appropriate policies in place. We are currently in the process of reviewing and updating the Baseline Standards.&lt;/p&gt;
&lt;p&gt;
	The attached draft is subject to consultation prior to its finalisation. We want to consult, particularly with local voluntary and community sector (VCS) organisations to get feedback and to make sure that your views and comments are fully considered and any resulting changes are made prior to implementation.&lt;/p&gt;

	Assessment of the character and boundaries of the St James&amp;rsquo; Parade Conservation Area is overdue.&amp;nbsp; The last review was conducted in 1993.&amp;nbsp; In 2006, English Heritage published Guidance on Conservation Area Appraisals detailing best practice on conducting specific assessment of an area&amp;rsquo;s significance.&amp;nbsp; Producing a Character Appraisal provided the opportunity to evaluate and record the special interest of the St James&amp;rsquo; Parade Conservation Area, and how that significance is vulnerable.&amp;nbsp; It has also provided an opportunity to conduct a boundary review.&amp;nbsp; The draft character appraisal also identifies &amp;lsquo;negative features&amp;rsquo;; the management proposals outline aspirations to improve these through positive change.&lt;/p&gt;

			<title>Extending the Air Quality Management Area in South Bristol</title>

	The Council routinely monitors and reviews air pollution in the city, and if necessary amends the size of the Air Quality Management Areas (AQMA&amp;#39;s). The AQMA delineates the area within which pollution exceeds the government&amp;rsquo;s objectives. The recent review of air quality in Bristol recommends that:&lt;/p&gt;
&lt;ul&gt;
	&lt;li&gt;
		The AQMA is extended further into the wards of Bedminster, Southville and Windmill Hill.&lt;/li&gt;
	&lt;li&gt;
		The AQMA boundary is slightly amended to include part of Brislington West.&lt;/li&gt;
&lt;/ul&gt;
&lt;p&gt;
	The proposed realignment for Bedminster is shown below. The proposed realignment in Brislington is much smaller and relates to a few properties on Bath Road. See the consultation document for a map showing the proposed realignment.&lt;/p&gt;
&lt;p&gt;

&lt;p&gt;
	Changes to the AQMA&amp;#39;s do not always mean that pollution has got better or worse in those areas. The changes have been prompted by new air quality monitoring data from the affected roads. The data shows that at residential properties along North Street, West Street and St. John&amp;rsquo;s Lane the air quality objective for nitrogen dioxide (NO&lt;sub&gt;2&lt;/sub&gt;) is breached. The council has a duty to include all areas where residential exposure above the air quality objectives is experienced within the AQMA. Large parts of Southville and Bedminster experience good air quality, but close to the main roads the levels of NO&lt;sub&gt;2&lt;/sub&gt; will be above the air quality objectives at some properties. The proposed boundary is designed to include all those areas with poor air quality while maintaining a sensible and contiguous AQMA for the central area of Bristol.&lt;/p&gt;
&lt;p&gt;
	The detailed explanation of the justification for the proposed changes is contained in the Detailed assessment of air quality in Bristol: 2010. This is available in chapter 7 of the document available from the link below.&lt;/p&gt;
&lt;p&gt;
	The inclusion of an area within the AQMA means that resources can be focused on the area through the Air Quality Action Plan (AQAP), although measures within the AQAP are generally city &amp;ndash; wide and strategic rather than locally focused. The AQAP&amp;rsquo;s for all the ex &amp;ndash; Avon local authorities are now subsumed within the Joint Local Transport Plan. &lt;p&gt;
	Bringing an area within the AQMA means that greater attention is paid to the air quality impacts of new developments within the planning process. Air quality assessments will be required for major developments and mitigation sought where appropriate.&lt;/p&gt;

	The aim of the new VCS Assembly is to ensure that the voluntary and community sector (VCS) has strong voice and influence and clear and structured ways for consultation and representing VCS views.A three month consultation period will take place between Monday 25 July and Tuesday 25 October 2011.&lt;/p&gt;

	The consultation will include:&amp;middot;&amp;nbsp;&amp;nbsp; &amp;nbsp;&lt;/p&gt;
&lt;ul&gt;
	&lt;li&gt;
		Drop in VCS Assembly information sessions&amp;middot;&amp;nbsp;&amp;nbsp;&amp;nbsp;&lt;/li&gt;
	&lt;li&gt;
		One to one meetings with VCS groups (to engage smaller and equalities groups)&amp;middot;&amp;nbsp;&amp;nbsp; &amp;nbsp;&lt;/li&gt;
	&lt;li&gt;
		Black and Minority Ethnic &amp;lsquo;voice and influence&amp;rsquo; steering group&amp;middot;&amp;nbsp;&amp;nbsp; &amp;nbsp;&lt;/li&gt;
	&lt;li&gt;
		A meeting of current VCS reps on Thursday 22 September&amp;middot;&amp;nbsp;&amp;nbsp; &amp;nbsp;&lt;/li&gt;
	&lt;li&gt;
		Further meetings of the VCS Assembly Steering group who have helped contribute to the draft VCS Assembly proposals&lt;/li&gt;
